Covid : The massacres in New York and Italy due to policy mistake ( UK also has same policy )

Is this just sheer incompetence or a deliberate policy to cull off the old and weaker members of our society ? ( ie the ones that are non-productive and cost money to the state )

You decide - same policy enacted in UK , New York and Italy :

ITALY

Covid-19 patients in Italy's virus epicentre of Lombardy were transferred to nursing homes by an official resolution with catastrophic consequences.

In the early days of March, when northern Italy faced a severe health crisis from the coronavirus outbreak, the scarcity of available hospital beds brought the public health system to its knees.

The regional resolution offering150 euros ($163) to nursing homes for accepting Covid-19 patients to ease the burden on hospitals, contributed to the uncontrolled spread of the virus among health workers and elderly guests, turning these institutions into virus hotbeds.

Nursing Homes are prohibited from requiring a hospitalized resident who is determined medically stable to be tested for COVID-19 prior to admission or readmission.

In New York State the law required officials to bring COVID-19 patients back to nursing homes.

Official New York policy encouraged infectious COVID-19 patients to be sent back to nursing homes

Reminder: about half of COVID-19 deaths have been nursing home patients

UK - Covid-19 Our Action Plan for Adult Social Care published by the Department of Health and Social Care ( attached ) page 4 paragraph 2 :

This in turn will also help the NHS to maximise its capacity to treat those most acutely affected by COVID-19, by preventing admissions and supporting discharge from hospital back to people’s homes and other care settings with support from social care and the NHS.
