The following is a good story that argues that internet (originally ARPANET) was always intended by the US Department of Defence research agency ARPA (now DARPA) as a surveillance and psychological warfare tool.
In 1958, ARPA was formed under Defence Secretary Neil McElroy, to promote the nuclear bombs threat and space travel hoaxes for propaganda purposes.
McElroy was thrust into this position from President of Proctor & Gamble, where he had pioneered the format of “soap operas”, melodramatic TV series designed to sell household products to housewives (of course TV has been used to promote any kind of politically correct behaviour)...
After McElroy quickly returned to Proctor & Gamble, William Godel rose to deputy director. For Godel, space travel was only a psychological game of public relations, with a message of nuclear Armageddon. Godel funded “completely screwball” ideas because they were “bold and scientifically interesting”:
These included a plan to control Vietnamese villages through mass hypnosis, an acoustic sniper-detection system (which produced 5,000 false positives in field tests), an interplanetary spaceship powered by thousands of nuclear explosions and a magnetic force-field to repel incoming Soviet warheads

The RAND Corporation was hired by ARPA on how to weaponise behavioural science:
The Pentagon started throwing money at social and behavioural scientists, hiring them to make sure America’s “counterinsurgency weapon” always hit its target, regardless of the culture in which it was being fired. Under William Godel, ARPA became one of the main pipelines for these programs, helping to weaponise anthropology, psychology, and sociology and putting them in the service of American counterinsurgency.

On 2 June 1975, NBC correspondent Ford Rowan “appeared on the evening news to report a stunning exposé”, exposing that ARPANET was used to “spy on Americans and share surveillance data with the CIA and NSA”.
The responsible parties simply promised to delete the collected data, and went ahead like nothing happened.
Even Google’s Larry Page’s first 1998 research paper was “funded by DARPA”:

Twitter files #18 advertises their worthless "Twitter files" pieces by introducing the "Censorship Industrial Complex". The Twitter reporters give themselves an undeserved compliment by claiming "our findings are shocking". It is "shocking" that people actually believe that there are such things as "freedom of the press" and "freedom of speech" in our Brave new world (or "justice" or "democray" for that matter)...
I guess that the tech and media billionaires are terrified now that Elon's propaganda team demands that Congress stops funding censorship of Americans that violates the First Amendment (obviously censoring foreigners is of no concern, nor the censorship by the EU and British Empire). They don't seem concerned with censorship in support of the green electricity fraud, which has made Elon Musk the supposed richest man in the world (much of his wealth coming from government subsidies):

Kennedy has supported fracking that according to (other) environmental activists pollutes water (did he get paid for this?).

In 2014, Elon Musk promoted the idea of SolarCity building a solar plant in Buffalo, New York. Construction started in 2014 and was completed in 2017, financed by $750 million and another $500 million subsidy from the New York state.
