Back in about 1994, I sat in the office of a County Sheriff in Michigan, and told him exactly what Janet Napolitano (former director of U.S. Homeland Security) just told this CNN anchor.

CNN: So, won't you be breaking the law if you don't cooperate with federal authorities?

Napolitano: No, no, there's no law that says you must cooperate with federal authorities. And indeed, it is done consensually between law enforcement departments.

Consent makes the law.

With consent, they act De Facto, without it they are simply acting rogue.
